HAWKINS, TX — A champion of service, a veteran of war, a leader in healthcare, and a dedicated civic servant, Dr. Shirley JoNetta Erwin McKellar has devoted her life to improving the lives of others. A distinguished public servant, retired U.S. Army officer, and tireless community advocate, Dr. McKellar currently serves as the City Councilwoman for District Three and Deputy Mayor Pro Tempore for the City of Tyler, Texas—roles that reflect her commitment to justice, progress, and public service.

Dr. McKellar’s multifaceted career began in the U.S. Army Nurse Corps, where she rose to the rank of Major. Her military service included deployments in Operation Iraqi Freedom and Operation Enduring Freedom, where she provided critical care to soldiers and civilians alike. Her contributions earned her numerous accolades, including two war medals, the Meritorious Service Medal, and five Army Commendation Medals. In one of her most groundbreaking efforts, she helped establish the first Comprehensive Breast Cancer Center in the European Theater and developed a Certified Critical Care Course that trained military personnel to respond to the evolving needs of combat healthcare.

Beyond her remarkable military career, Dr. McKellar’s dedication to healthcare advocacy and education continued in civilian life. As Founder and CEO of McKellar-McKellar-Ntaka and Associates, Inc. (MMN)—a nonprofit organization—she has led numerous initiatives aimed at expanding access to healthcare, empowering underserved communities, and promoting educational equity. Her work in this space has touched countless lives across East Texas and beyond.

In 2019, Dr. McKellar was elected to the Tyler City Council, where she has served with distinction. As a policymaker, she has championed causes including affordable housing, public safety, economic development, and support for small businesses. Her leadership has helped shape the direction of Tyler’s growth and uplifted the voices of residents in District Three. Known for her accessibility and accountability, she is deeply connected to her constituents and continues to serve with transparency and heart.

In addition to her civic and nonprofit work, Dr. McKellar is a respected media personality, hosting three weekly radio talk shows that keep communities informed, engaged, and empowered. In 2022, she was inducted into the National Black Radio Hall of Fame, recognizing her efforts to use media as a tool for public education and community building.

A proud member of Alpha Kappa Alpha Sorority, Incorporated, Dr. McKellar also lends her talents to national and regional service initiatives. She serves on the University of Texas Health System Foundation Board, where she continues to advocate for improved healthcare access, medical education, and regional health equity.

Dr. McKellar’s life and work reflect the highest ideals of service, leadership, and purpose. She is an inspiration to generations of Jarvis Christian University alumni and a living testament to what it means to lead with compassion, courage, and conviction.
